My wife and I have been to Rome many times, and it really is one of the most fantastic places on earth. Like any large city though, there are problems. The litter and the graffiti are bad, and I don't understand why the Rome authorities don't do more to clean this up. Also, as previously mentioned, there are many pickpockets and con men, but it really is just a case of keeping your money safe and always being alert. Watch out for taxi drivers - always agree a price before hand. Watch out for overcharging for cold drinks, snacks, etc. Again, get a price before hand. Same with the wine already on tables in some restaurants. Don't just accept this, as it is usually cheap plonk that you will be charged a fortune for. Always ask for the wine list. Other than that, the negatives are far outweighed by the stunning beauty of the sights, the fascinating history and the unique atmosphere. So enjoy. Ciao!
