I stayed at Shutters on the Beach for a wedding that was held there in 2000. While it is a nice hotel, I would recommend staying at their "sister" hotel Casa Del Mar, which is also right on the beach and much more luxurious, dramatic, and tastefully-designed in my opinion.
I'm don't really like it's faux Cape Cod cottage-style. It just seems cheesy to me, having grown up in Cape Cod.
The wedding here was OK. The ceremony was performed on a deck with a partial ocean view which was nice, but the function room downstairs where the reception was held afterward didn't have any windows at all, and so we could have been anywhere. Make sure you see the function rooms before booking a party here!
I also had breakfast at their restaurant Pedals, and was disapointed with both the food and the inattentive service.
